The Niagara Parks Commission (NPC) required development of a Vision for its Niagara Parks Marina. The existing 135 slip marina, developed in the 1960’s and 1970’s, is located in a large 23 hectare parcel along the Niagara River. The marina requires extensive rehabilitation while the site size and location offers significant recreational and tourism potential. NAK was selected to prepare a Vision which included extensive background research, liaison with regulatory agencies, and stakeholder and public consultation.  NAK explored potential water-based site opportunities, identified site principles and objectives based on the NPC Mandate, created a Vision Statement, and developed an investment strategy with several development scenarios. The Vision is founded on the establishment of an exceptional public marina facility that will be developed in an economically and environmentally sustainable manner, while providing a regionally unique, recreation destination appropriate to the Niagara Parkway and its historical river setting

NAK continued its involvement with the project through the next project phase of Market Study and Feasibility. Market potential analysis was provided for marina and accommodation facilities, and leasehold-based resort and residential development.  Three detailed development scenarios were financially projected for 10 years after buildout and also at 25 years.  A preliminary masterplan was developed for the preferred scenario, based on the concept of maximizing the site opportunities with an attractive and marketable resort community featuring a highly accessible public marina and riverfront. 

The Reports were used as the foundation of a RFP process initiated by NPC that is currently underway to select a development partner.
